Supreme Court Orders Government to Explain in Public Interest Writ Seeking Implementation of Disability-Friendly Reproductive Health Services

Kathmandu: The Supreme Court has issued a show-cause order to the Government of Nepal in response to a public interest writ petition seeking the full implementation of the *Disability-Friendly Reproductive Health and Safe Motherhood Service Guidelines, 2022 (2079 BS)*.

The public interest litigation was filed on *July 23, 2026 (Shrawan 8, 2083 BS)* by Senior Advocate *Meera Kumari Dhungana* and Advocate *Dipesh Shrestha* on behalf of the *Forum for Women, Law and Development (FWLD), along with **Nirmala Dhital, President of the National Federation of the Disabled Nepal Women (FWDN); **Meena Paudel, President of the Nepal Disabled Women Association (NDWA); and **Durga Sapkota*, Executive Director of YOSHAN. The petition seeks a writ of mandamus against the Office of the Prime Minister and Council of Ministers and other concerned government agencies.

Following a preliminary hearing, a single bench of *Justice Sharanga Subedi* issued a show-cause order on *July 26, 2026 (Shrawan 11, 2083 BS)*, directing the respondents to explain why the requested order should not be granted.

The petition argues that although the Government introduced the *Disability-Friendly Reproductive Health and Safe Motherhood Service Guidelines, 2022 (2079 BS)* to ensure that women with disabilities have equal, accessible, and barrier-free access to reproductive health and safe motherhood services, the guidelines have not been effectively implemented. The petitioners have therefore requested the Court to issue the necessary orders to ensure their full and effective implementation.
